THE EFFECT OF CONTRAFLOW VIOLATIONS ON ROAD PERFORMANCE AT THE U-TURN ON PEMUDA STREET KM. 4 NEAR THE SAMSAT OFFICE, KOLAKA DISTRICT, KOLAKA REGENCY

Abstract
The Pemuda Road section at km 4 (near the Samsat office) in Kolaka District, Kolaka Regency, Southeast Sulawesi Province, is an arterial road with a four-lane, two-way divided road type using a median (4/2 T). This road is equipped with a median and median openings to allow vehicle drivers to make U-turns. However, this location frequently experiences violations by motorcycle and car drivers who travel against the traffic flow, leading to increased side friction and a higher risk of accidents. This study uses PKJI 2014 to analyze side friction, capacity, traffic volume, and the degree of saturation. At this location, the side friction class without contraflow violations has a value of 39.4, which indicates a very low level. Meanwhile, with contraflow violations, the side friction class value increases to 174.8, indicating a low level. This side friction class value affects the capacity, as the FCHS value without contraflow violations is 0.98, while with contraflow violations, it decreases slightly to 0.97. Consequently, the degree of saturation ranges from 0.20 to 0.23, corresponding to service levels A and B.
